چکيده
يکي از مهم‌ترين حوزه‌‌هاي سياست‌گذاري، ويژگي‌ها و مختصات مديريتي و رفتاري سياست‌گذاران است. التزام عملي به هنجارها و اصول اعتقادي رايج در هر جامعه، سياست‌گذاران را وادار به اخلاق‌مداري و پرورش شايستگي‌هاي متناسب با شأن سياست‌گذاري مي‌کند. اگر در هر حکومت، براساس ارزش‌هاي حاکم، معيارهايي مشخص شود که تضمين وثيقي براي رعايت اخلاق از سوي خط‌مشي‌گذاران ايجاد کرده، و براساس آن مديران نالايق به طور طبيعي، ناموزون جلوه کنند، انتظاراتي که از سازمان‌ها وجود دارد، محقق خواهد شد. ازاين‌رو، با عنايت به ارزش‌هاي حاکم در جمهوري اسلامي و با توجه به اشراف رهبر انقلاب، بر اين ارزش‌ها و نيازهاي جامعه و تشخيص دقيق ايشان در شناسايي مسئولان کارآمد، در اين نوشتار با روش تحليل محتواي سخنان ايشان به سياست‌گذاران، با هدف کشف اصول و معيارهاي اصلي کارگزاران جمهوري اسلامي ايران تدوين يافته است. حاصل اين پژوهش، استخراج هشت شاخص کلان شامل انديشة اسلامي و التزام به آن، مديريت صحيح امور، گرايش به اتحاد و انسجام، تعهد به نظام اسلامي، مردم مداري، خودباوري، آرمان‌گرايي و عدالت‌محوري مي‌باشد. اين اصول و معيارها مي‌تواند راهنماي عمل جامع مديران دولتي ايران باشد که براساس آن، مسير سياست‌گذاري مبتني بر مباني انقلاب اسلامي براي مسئولان بخش دولتي روشن شود.

Strategic-Managerial Coordinates of Agents of the Islamic Republic of Iran from the Point of View of the Leader of the Revolution

Abstract
One of the most important policy areas is the managerial and behavioral characteristics and coordinates of policymakers. Practical adherence to the norms and principles of belief common in any society compels policymakers to moralize and nurture dignity-appropriate policymaking. If, in any government based on the values of the governing body, the criteria are found to create a guarantee of ethical conduct by policy makers and to make the incompetent executives naturally unbalanced, the expectations of the organizations will come true. Therefore, considering the values of the Islamic Republic and the dominance of the Supreme Leader on these values and the needs of society and his accurate identification in identifying the responsible authorities, in this article, the content analysis of his remarks to policymakers has been compiled with the aim of discovering the main principles and criteria of agents of the Islamic Republic of Iran. The result of this research is extracting eight macro indicators including Islamic thought and its commitment, proper management of affairs, tendency for unity and cohesion, commitment to Islamic system, populism, self-esteem, idealism and justice. These principles and guidelines can guide the comprehensive action of Iranian state managers, which will clear the path of policy-making based on the foundations of the Islamic Revolution for public sector officials.
