Government, political groups, nonpolitical institutions, the elite, and populace are the main factors which influence policy-making. Furthermore, culture is considered to consist of four levels – beliefs, values, behavior, and symbols. In view of the ideological fundamentals, cultural policy-making in Islamic republic system has a fundamental and central role. On the other hand, the Seminary is regard as an important and effective institution in the Islamic system. The present paper investigates the role of the Seminary in the cultural policy-making in the present situation and the ideal situation. The research findings show that in the present situation, the major part of the seminary in the field of cultural policy-making is performed by actual people who have been trained in the Seminary, and the level of its influence is mainly on the deep levels of culture. But in the hoped-for or ideal situation attention should be directed to the influence of the Seminary as an independent policy-making institution in cultural policy-making and at all levels of culture موضوع سیاست گذاری فرهنگی، یکی از مباحث مهم و مطرح در مباحث علمی است. مهم ترین عوامل اثرگذار در سیاست گذاری عبارتند از: حکومت، گروه های سیاسی، مجموعه های غیرسیاسی، نخبگان، و توده مردم. همچنین فرهنگ را می توان دارای چهار سطح، اعتقادات، ارزش ها، رفتارها، و نمادها دانست. با توجه به مبانی اعتقادی، در نظام جمهوری اسلامی، سیاست گذاری فرهنگی، دارای نقش اساسی و محوری است. از سوی دیگر، حوزه علمیه نیز مجموعه ای مهم و اثرگذار در نظام اسلامی است. در این مقاله، جایگاه حوزه علمیه در سیاست گذاری فرهنگی در دو وضعیت موجود و مطلوب بررسی شده است. نتیجه این بررسی چنین است: در وضعیت موجود، حوزه علمیه بیشتر به وسیله اشخاص حقیقی تربیت شده در حوزه، در سیاست گذاری فرهنگی دخالت دارد و سطح تاثیر آن نیز بیشتر در سطوح عمیق فرهنگ است. اما در وضعیت مطلوب، تأثیر حوزه در سیاست گذاری فرهنگی، باید از جایگاه نهاد مستقل سیاست گذار و در همه سطوح فرهنگ صورت گیرد. https://modiriyati.nashriyat.ir/sites/modiriyati.nashriyat.ir/files/article-files/2_4.pdf
