One cannot make proper and reliable decisions without having access to correct and exact information about the past and present status of one’s country's culture. Gathering correct and exact pieces of information and analyzing them effectively requires comprehensive patterns and models that take into consideration all the dimensions of a cultural system and its decisive interactions with other systems. Applying a fundamental conceptualization theory method and using the findings of the latest national studies in the field of culture, the present paper provides a comprehensive conceptual model including parts and elements of cultural system, components of culture, levels of culture and their interactions.  ارائة تحلیلی جامع و روشمند از فرهنگ برای تصمیم گیری بهینه، همواره از دغدغه های اصلی نظام مدیریت فرهنگی کشور بوده است. بدون دسترسی به اطلاعات صحیح و دقیق از وضعیت گذشته و حال فرهنگ کشور، نمی توان به گونه ای مناسب و اطمینان بخشی تصمیم گرفت. گردآوری اطلاعات صحیح و دقیق و تحلیل کارآمد آن، نیازمند الگوهای جامعی است که تمام ابعاد نظام فرهنگ و تعاملات حساس آن با سایر نظام ها را در مدنظر قرار دهد. در این مقاله، با روش تئوری مفهوم سازی بنیادی و با بهره گیری از یافته های آخری ا ارائه می شود. https://modiriyati.nashriyat.ir/sites/modiriyati.nashriyat.ir/files/article-files/3_2.pdf
