abstract = {One of the most important policy areas is the managerial and behavioral characteristics and coordinates of policymakers. Practical adherence to the norms and principles of belief common in any society compels policymakers to moralize and nurture dignity-appropriate policymaking. If, in any government based on the values of the governing body, the criteria are found to create a guarantee of ethical conduct by policy makers and to make the incompetent executives naturally unbalanced, the expectations of the organizations will come true. Therefore, considering the values of the Islamic Republic and the dominance of the Supreme Leader on these values and the needs of society and his accurate identification in identifying the responsible authorities, in this article, the content analysis of his remarks to policymakers has been compiled with the aim of discovering the main principles and criteria of agents of the Islamic Republic of Iran. The result of this research is extracting eight macro indicators including Islamic thought and its commitment, proper management of affairs, tendency for unity and cohesion, commitment to Islamic system, populism, self-esteem, idealism and justice. These principles and guidelines can guide the comprehensive action of Iranian state managers, which will clear the path of policy-making based on the foundations of the Islamic Revolution for public sector officials. },

abstract_fa ={یکی از مهم ترین حوزه  های سیاست گذاری، ویژگی ها و مختصات مدیریتی و رفتاری سیاست گذاران است. التزام عملی به هنجارها و اصول اعتقادی رایج در هر جامعه، سیاست گذاران را وادار به اخلاق مداری و پرورش شایستگی های متناسب با شأن سیاست گذاری می کند.  اگر در هر حکومت، براساس ارزش های حاکم، معیارهایی مشخص شود که تضمین وثیقی برای رعایت اخلاق از سوی خط مشی گذاران ایجاد کرده، و براساس آن مدیران نالایق به طور طبیعی، ناموزون جلوه کنند، انتظاراتی که از سازمان ها وجود دارد، محقق خواهد شد. ازاین رو، با عنایت به ارزش های حاکم در جمهوری اسلامی و با توجه به اشراف رهبر انقلاب، بر این ارزش ها و نیازهای جامعه و تشخیص دقیق ایشان در شناسایی مسئولان کارآمد، در این نوشتار با روش تحلیل محتوای سخنان ایشان به سیاست گذاران، با هدف کشف اصول و معیارهای اصلی کارگزاران جمهوری اسلامی ایران تدوین یافته است. حاصل این پژوهش، استخراج هشت شاخص کلان شامل اندیشه‌ی اسلامی و التزام به آن، مدیریت صحیح امور، گرایش به اتحاد و انسجام، تعهد به نظام اسلامی، مردم مداری، خودباوری، آرمان گرایی و عدالت محوری می باشد. این اصول و معیارها می تواند راهنمای عمل جامع مدیران دولتی ایران باشد که براساس آن، مسیر سیاست گذاری مبتنی  بر مبانی انقلاب اسلامی برای مسئولان بخش دولتی روشن شود.},
